028b55a2e0 Cleanup js dependencies 
jQuery is currently only used for the datatables and after removing the django-compressor
app, it's now better to only link it when needed. "autocomplete" and "masonry-layout" were
not used.

a8ba6fe2d6 Refactor the way the settings are handled. 
Instead of a "create-settings" command, which didn't contain all the options
and was a bit awkward, we now have specific settings used for different things.
